Trial Implementation for Downloadable PSC Data

The Black Sea Memorandum of Understanding on Port State Control (BS MoU) starts a trial implementation of a new function allowing Flag States (FSs) to download PSC data for their ships from 1 January 2025.

In recognition of the increasing importance of reliable data for parties in the maritime industry and the growing demand from third parties for data analysis, the Black Sea MoU has decided to develop mechanism to provide PSC data in bulk form. This initiative begins with a trial phase for FSs and will subsequently be expanded to include ROs in due course.

As part of this development, a new interface for data loading is introduced. The interface is user friendly and designed for intuitive use. The loading function is offered in trial mode until the next Committee meeting.

After receiving an account for the web page, FSs and ROs can access and download inspection data for vessels under their management in MS XLS and/or XML formats. This inspection data is available on an individual ship basis for a period of three consecutive years. The data set includes inspection data (place, data, inspection type, detentions, etc.), ship data (name, IMO, ship risk profile before the inspection, ship priority before the inspection, etc.), ISM company data, certificates data (codes, issuing authority, etc.) and deficiency data (date of identification, nature, etc.), but security deficiencies are not included. Some information, such as the inspecting authority, certificate name, etc. are provided in codes, with the code table available for reference.

The Black Sea MoU believes that this new initiative will significantly contribute to enhancing maritime safety, pollution prevention and improving the working and living conditions on board. Furthermore, it aims to foster greater transparency, communication and collaboration within the maritime industry.
