CIC on Structural Safety on Load Lines

The 45 Maritime Authorities of the Paris and the Tokyo Memoranda on Port State Control will begin a joint concentrated inspection campaign with the purpose to ensure compliance with structural safety and the Load Line Convention. This inspection campaign will be held for 3 months, beginning 1 September ending on 30 November 2011.

In the light of the Black Sea Memoranda on Port State Control (BS MoU) follow-up action plan on the implementation of the Tokyo and Paris MOU Ministerial Declaration, the BS MOU has been conducting concentrated inspection campaigns jointly with the Paris and Tokyo MOUs.

In this respect, the six member Authorities of the (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) will conduct a CIC on the compliance of all types of ships with the structural safety requirements and the provisions of the International Convention on Load Lines jointly with the Paris and Tokyo Memorandas. The States party of the Viсa del Mar Agreement, the Indian Ocean MOU, the Mediterranean MOU will also participate into the campaign.

The background for this CIC is that, as an average for the last 8 years, deficiencies related to structural safety and load lines account, for 15% of the total number of deficiencies.

Furthermore, structural safety for ship types other than bulk carrier and compliance with the Load Line Convention in general have never been addressed with the special attention typical for a CIC.
