Istanbul, Turkey – Port State Control Committee, the governing body of the Memorandum of Understanding on port State control in the Black Sea region (Black Sea MOU), held its seventh meeting in Istanbul, Turkey, from 18 to 20 April 2006 under the chairmanship by Captain Valerian Imnaishvili (Georgia). The meeting was attended by the delegations of the member Authorities of Bulgaria, Georgia, Romania, the Russian Federation, Turkey, and Ukraine.
Representatives from the Secretariats of the International Maritime Organization (IMO), the West and Central Africa Memorandum of Understanding (Abuja MOU), the Black Sea Commission, and the United States Coast Guard(USCG), attended the meeting as observers. Representatives of the Maritime Authorities from the Republic of Moldova and Italian Coast Guard (Italian CG) participated in the meeting as guests.
We are pleased to present the third issue of the Annual Report on Port State Control in the Black Sea region which is published under the auspices of the Port State Control Committee of the Black Sea MOU, which covers port State control activities and developments in the year 2004.
In order to promote the working and living conditions onboard ships in the Black Sea region, the Committee of the Black Sea MOU agreed during its 6 meeting to conduct a concentrated inspection campaign (CIC) on working and living conditions onboard. The six member Maritime Authorities (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will start a concentrated inspection campaign focussing on living and working conditions as of 1 September 2005. The inspection campaign will last 3 months, ending
on 30 November 2005.

Batumi, Georgia - The Black Sea MOU on port State Control on its sixth Committee meeting agreed to establish a direct link with the International Maritime organization.
Port State control Committee, the governing body of the Memorandum of Understanding on port State control in the Black Sea region (Black Sea MOU), held its sixth meeting in Batumi, Georgia, from 18 to 21 April 2005 under the chairmanship by Dr. Vitaly Klyuev, the Russian Federation. Delegations from Maritime Administrations of the MOU member states Bulgaria, Georgia, Rumania, Russia, Turkey, and Ukraine attended the meeting. Representative from International Maritime Organization participated in the meeting as observer. Representative from the Republic Moldova Maritime Administration also attended the meeting.
This annual report outlines recent activities on port State control in the Black Sea region, as well as international perspectives on port State control and includes the statistical port State inspection data conducted by the member Authorities of the Black Sea during the year 2003.
