The six member Maritime Authorities (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will carry out a Concentrated Inspection Campaign (CIC) focussing on how requirements for preventing marine pollution from ships (MARPOL73/78, Annex 1) have been implemented. Starting on October 01, 2006, the inspection campaign will last 3 months, ending on December 31, 2006. The Campaign Coordinator Authority is the Republic of Turkey Undersecretary for Maritime Affairs.
We are pleased to present the fourth issue of the Annual Report on Port State Control in the Black Sea region which is published under the auspices of the Port State Control Committee of the Black Sea MOU. The annual report outlines recent activities on port State control in the Black Sea region, as well as international perspectives on port State control and includes the statistical port State inspection data conducted by the member Authorities of the BS MOU during the year 2005.

This will also include verification that radio operators are able to demonstrate that the station is in a satisfactory working condition and used for its intended purpose. Starting on June 01, 2006, the inspection campaign will last 3 months, ending on August 30, 2006. The Campaign Coordinator Authority is the Republic of Turkey Undersecretary for Maritime Affairs.
In order to promote compliance with the international standards for the living and working conditions for seafarers, the Black Sea Memorandum of Understanding on Port State Control(Black Sea MOU) Committee agreed during its last meeting in Batumi to conduct a concentrated inspection campaign (CIC) on compliance with the W&L conditions. The campaign was held between the 1st September- 30th November 2005. Romania agreed to be the campaign coordinator.
