33 SHIPS DETAINED BECAUSE OF DEFICIENCIES RELATED TO FIRE SAFETY SYSTEMS
Preliminary results from the Concentrated Inspection Campaign (CIC) on Fire Safety Systems arrangements, carried out between 1 September 2012 and 30 November 2012 in the Black Sea MoU region reveals that 33 ships were detained as a direct result of the CIC for deficiencies related to fire safety systems in the Black Sea MoU region. The least favourable results related to maintenance plan (5.62%), maintenance of the fire fighting-systems and appliances (3.81%), followed by fire control plan (3.45%) and isolating valves (2.68%).

Annual Report for 2011

We are pleased to present the tenth issue of the Annual Report on Port State Control in the Black Sea region which is published under the auspices of the Port State Control Committee of the Black Sea MOU. The annual report outlines recent activities on port State control in the Black Sea region, as well as international perspectives on port State control and includes the statistical port State inspection data conducted by the member Authorities of the BS MOU during the year 2011.

During this period the BS MOU member Authorties conducted a total of 4,657 initial inspections, representing 5.5% decrease as compared 4,929 initial inspections in 2010. The regional inspection rate is 69.88%. A total of 249 detentions were warranted to ships found with serious deficiencies. This represents a detention percentage of 5.35% which is 0.45% decrease as compared with 286 detentions in 2010. During 2011 a total of 19,255 deficiencies were recorded. The average number of deficiencies per inspection was 4.13; resulting in a 0.22 deficiency point improvement.

Press Release CIC on Fire Safety Systems

The six member Authorities of the (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will start a concentrated inspection campaign on Fire Safety Systems. The three-month campaign will start on September 1, 2012 and end on November 30, 2012 under the co-ordination of the Romanian Naval Authority. The campaign shall be conducted simultaneously with the Paris MOU, Tokyo MOU and other MOUs.

BS MoU Held Thirteenth PSC Commitee Meeting in Ukraine

Odessa, Ukraine – Representatives of the Port State Control Committee, the governing body under the Memorandum of Understanding on Port State Control in the Black Sea Region (BS MOU), met in Odessa, Ukraine, for the Thirteenth session from 5 to 7 June 2012.

Press Release CIC on Structural Safety and Load Lines

From 1st September 2011 to 30th November 2011, the BS MOU carried out a Concentrated Inspection Campaign (CIC) on on the structural safety and the Load Line Convention throughout the region. This campaign involved all member States of the BS MOU and was conducted in conjunction with the Paris MOU and Tokyo MOU. The Paris MOU Guidelines and Questionnaire were utilized. Each inspection asked 14 questions on the compliance of all types of ships with the structural safety requirements and the provisions of the International Convention on Load Lines.
