The six member Maritime Authorities (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will carry out a Concentrated Inspection Campaign (CIC) focussing on how requirements for preventing marine pollution from ships (MARPOL73/78, Annex 1) have been implemented. Starting on October 01, 2006, the inspection campaign will last 3 months, ending on December 31, 2006. The Campaign Coordinator Authority is the Republic of Turkey Undersecretary for Maritime Affairs.

Annual Report for 2005
We are pleased to present the fourth issue of the Annual Report on Port State Control in the Black Sea region which is published under the auspices of the Port State Control Committee of the Black Sea MOU. The annual report outlines recent activities on port State control in the Black Sea region, as well as international perspectives on port State control and includes the statistical port State inspection data conducted by the member Authorities of the BS MOU during the year 2005.

CIC on GMDSS
The six member Maritime Authorities (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will carry out a Concentrated Inspection Campaign (CIC) with the purpose to ensure that the ship’s radio station complies with Global Maritime Distress and Safety System (GMDSS). This will also include verification that radio operators are able to demonstrate that the station is in a satisfactory working condition and used for its intended purpose. Starting on June 01, 2006, the inspection campaign will last 3 months, ending on August 30, 2006. The Campaign Coordinator Authority is the Republic of Turkey Undersecretary for Maritime Affairs.

Press Release CIC on Working and Living Conditions
In order to promote compliance with the international standards for the living and working conditions for seafarers, the Black Sea Memorandum of Understanding on Port State Control(Black Sea MOU) Committee agreed during its last meeting in Batumi to conduct a concentrated inspection campaign (CIC) on compliance with the W&L conditions. The campaign was held between the 1st September- 30th November 2005. Romania agreed to be the campaign coordinator.

The 7th session of the Port State Control Committee in the Black Sea region
Istanbul, Turkey – Port State Control Committee, the governing body of the Memorandum of Understanding on port State control in the Black Sea region (Black Sea MOU), held its seventh meeting in Istanbul, Turkey, from 18 to 20 April 2006 under the chairmanship by Captain Valerian Imnaishvili (Georgia). The meeting was attended by the delegations of the member Authorities of Bulgaria, Georgia, Romania, the Russian Federation, Turkey, and Ukraine.
Representatives from the Secretariats of the International Maritime Organization (IMO), the West and Central Africa Memorandum of Understanding (Abuja MOU), the Black Sea Commission, and the United States Coast Guard(USCG), attended the meeting as observers. Representatives of the Maritime Authorities from the Republic of Moldova and Italian Coast Guard (Italian CG) participated in the meeting as guests.
