We are pleased to present the tenth issue of the Annual Report on Port State Control in the Black Sea region which is published under the auspices of the Port State Control Committee of the Black Sea MOU. The annual report outlines recent activities on port State control in the Black Sea region, as well as international perspectives on port State control and includes the statistical port State inspection data conducted by the member Authorities of the BS MOU during the year 2011.
During this period the BS MOU member Authorties conducted a total of 4,657 initial inspections, representing 5.5% decrease as compared 4,929 initial inspections in 2010. The regional inspection rate is 69.88%. A total of 249 detentions were warranted to ships found with serious deficiencies. This represents a detention percentage of 5.35% which is 0.45% decrease as compared with 286 detentions in 2010. During 2011 a total of 19,255 deficiencies were recorded. The average number of deficiencies per inspection was 4.13; resulting in a 0.22 deficiency point improvement.

During the period between 1 January and 31 December 2010 time 4929 initial inspections carried out on foreign ships which resulted in 286 detentions. This represents a detention percentage of 5,80% which is almost same when compared with the previous year's detention percentage of 5,79%. The average number of deficiencies found per inspection decreased in 2010 (4,35) over 2009 (4,76).

2009 was another active year for port State control in the Black Sea region; 4805 inspections carried out on foreign ships which resulted in 278 detentions. This represents a detention percentage of 5,79% which is a decrease of 0,58% when compared with the previous year’s detention percentage of 6,37%. The average number of deficiencies found per inspection is also decreased.
This result is likely to be the consequence of improvements made to our risk-based inspection targeting system, and also the result of the concentrated inspection campaigns which were running during the year. More information on both these areas is contained within the report.
The BS MOU member Authorities will persist with their efforts to eliminate the substandard element of the shipping industry, while working with those who seek to raise ship standards, to ensure the safety of seafarers and passengers and to protect the marine environment.

This represents a detention percentage of 6.37% which is a decrease of 1.79% when compared the previous year's detention percentage of 8,16%. The average number of defeciencies found per inspection is also decreased.

The annual report outlines recent activities on port State control in the Black Sea region, as well as international perspectives on port State control and includes the statistical port State inspection data conducted by the member Authorities of the BS MOU during the year 2007.
2007 was another active year for port State control in the Black sea region; 4499 inspections carried out on foreign ships which resulted in 367 detentions. This represents a detention percentage of 8.16% which is an increase of 2.60% when compared the previous year's detention percentage of 5,56%. The average number of defeciencies found per inspection also continues to increase.
The battle against unseaworthy and substandard shipping will continue. This is due that some flag States are still unwilling or unable to implement their international maritime convention responsibilities.
