From 1st September 2017 to 30th November 2017, the BS MOU carried out a Concentrated Inspection Campaign (CIC) on Safety of Navigation throughout the region. This campaign involved all member States of the BS MOU and was conducted in conjunction with the Tokyo MOU and Paris MOU and other MOUs. The campaign was conducted under the campaign coordination of the Bulgarian Maritime Administration. Paris and Tokyo MOUs guidelines and questionnaire were used.
During the campaign, a total of 983 inspections were carried out with the CIC questionnaire involving 983 individual ships. Of this quantity 59 ships were detained with 21 (35.6%) detentions being within the CIC scope. This means that in 21 cases the navigation systems are not meeting SOLAS requirements and had deficiencies, which were serious enough to detain the ship, resulting in a CIC-topic related detention rate of 2.14 per cent.
A total of 180 questionnaires had at least a non-compliance to a requirement, resulting 18.3 per cent of CIC inspections. The overall average per cent of non-conformities was 2.68.
From 1st September 2016 to 30th November 2016, the BS MOU carried out a Concentrated Inspection Campaign (CIC) on Cargo Securing Arrangements throughout the region. This campaign involved all member States of the BS MOU and was conducted in conjunction with the Tokyo MOU, IO MOU and the Viña del Mar Agreement. The Tokyo MOU Guidelines and Questionnaire were utilized.
During the campaign, a total of 931 inspections were carried out with the CIC questionnaire involving 931 individual ships. 849 of those inspections (91.12%) were on ships that were carrying, or required to carry, a cargo securing manual. 82 individual vessels were carrying bulk cargoes that do not have and are not required to have a cargo securing manual which were not subject CIC inspections and were answered N/A.
Thereby the goal of this report to analyse 849 individual vessels eligible for CIC inspection results. Of this quantity 44 ships were detained (5.18%). All of them were not being within the CIC scope.

This campaign involved all member States of the BS MOU and was conducted in conjunction with the Tokyo MOU and Paris MOU. The Paris MOU Guidelines and Questionnaire were utilized.
During the campaign, a total of 1,022 inspections were carried out with the CIC questionnaire involving 1,022 individual ships. Of this quantity 49 ships were detained with 40.82% detentions were being within the CIC scope. This means that in 20 cases the ship’s procedures and measures that are in place with respect to enclosed spaces entry are not in compliance with the requirements of SOLAS and had deficiencies, which were serious enough to detain the ship, resulting a CIC-topic related detention rate of 1.96 per cent.
A total of 253 non-conformities have been recorded as a direct result of this campaign. The overall number of CIC-topic related non-non-conformities per inspection was 0.25.
Concentrated Inspection Campaign on Crew Familiarization for Enclosed Space Entry carried out between 1st September 2015 and 30th November 2015 in the Black Sea MOU region shows the following preliminary results of the responses to the questions relatedto the verification of the ship’s procedures and measures that are in place with respect to enclosed spaces for compliance with the requirements of SOLAS. Information gathered about the existence of measures in place to test the atmosphere of an enclosed space to confirm it is safe to enter and remains safe whilst persons are within the space.
During the course of the campaign six member Authorities carried out a total of 1,022 inspections of individual ships using the CIC questionnaire. Of this quantity 49 ships were detained with 20 (40.82%) of detentions were being within the CIC scope, resulting a CIC topic related detention rate of 1.96%.
A total of 253 non-conformities have been recorded as a result of the campaign out of 1,022 questionnaires submitted.
The six member Authorities of the (Bulgaria, Georgia, Romania, Russian Federation, Turkey, Ukraine) of the Black Sea Memorandum of Understanding on Port State Control will start a concentrated inspection campaign on Crew Familiarization for Enclosed Space Entry. The three-month campaign will start on September 1, 2015 and end on November 30, 2015 under the co-ordination of the Maritime Transport Agency of Georgia. The campaign shall be conducted simultaneously with the Paris MOU, Tokyo MOU and other MOUs.
